区域可持续发展理论及应用

研究背景:

自党的十八大将生态文明建设上升为国家战略以来,要求着力推进绿色发展、循环发展、低碳发展。本着创新、协调、绿色、开放、共享的发展理论,国家陆续出台了《循环经济示范城市()建设》、《循环发展引领计划》、《资源循环利用基地建设》、《无废城市建设试点工作方案》、《乡村振兴计划》、《开展绿色制造体系建设》等多项政策措施,旨在点(企业)、线(行业)和面(社会区域)上形成生态文明建设发展的良好态势。为了适应新时代提出的以上新理念、新思想和新战略,作为山东省可持续发展领域的重要智库之一,亟需理论研究的进一步跟进和深化拓展,研究成果可为实现社会、经济和环境的可持续发展提供理论参考和实践依据。

1 基于“3R” 原则的生命周期评价优化研究

 

 

 

 

 

 

 

 

 

 

 


创新性提出了将循环经济“3RReduce-Reuse-Recycle)和生命周期(LCA)理论相结合用于工艺评价与优化的方法学体系。即首先对工艺进行LCA评价,在对整体环境影响负荷进行比较和分析的基础上,识别造成环境影响的关键流程和关键物质。其次,按照追踪溯源方法寻找关键物质在关键流程工艺中的位置,依据减量化(物质输入)-再循环(生产过程)-再利用(废物资源化)的循环经济理念提出优化的改进建议。相关研究已在电力行业、蓄电池行业和绿色建材行业及纺织行业得到了很好的应用。

2 基于能源、环境与社会多目标集成的社会生命周期评价研究

摒弃SLCA传统的问卷调查法,引入环境补偿成本的理念利用WTP方法进行LCA-SC评价。其核心是对废旧PET回收生命周期终点环境影响类别分别采用不同的WTP(为补偿环境愿意支付的货币成本)进行评价。即通过货币化媒介将环境补偿成本与对应终点环境影响类别的每一项中间点环境影响联系在一起,计算最终WTP,从而实现LCA-SC的量化评价。

3 循环经济模式与关键节点技术评价与优化

 

 

 

 

 

 

 

 

 

 

 


首先构建能值指标评价体系。其次,关键物质诊断与识别。通过敏感性分析及系统输出各部分能值占总输出能值的大小,识别系统主要能值流及其对应的物质。最后,根据关键物质在系统的位置,借鉴循环经济理论“3R”原则,提出源头减量化、过程再设计和末端资源化的优化设计方案。

基于生态产业链稳定性要求企业节点在功能上与工程元件可靠性上具有高度的相似性,建立了基于可靠性理论生态产业链优化设计的方法学体系。即尽可能采取并联结构,减少串联企业数量,对系统薄弱部位维护或引入适当数量备件以提高系统的稳定性;此外,对并联结构,应优先选择可靠性较高的企业,同时兼顾经济成本及资源约束等条件,将生态产业链的冗余设计变为非线性规划决策问题。

5 基于经济、资源和环境约束的生态产业链优化设计

以资源、环境、经济为约束目标,以数据包络分析为手段,采取将约束条件逐步叠加渗透目标产业链的方式,进行量化与评价生态产业链的优劣程度,以一种新的视角构建了一套生态产业链优化设计方法学体系。

6 基于自动控制理论的生态工业共生网络组织脆性研究

基于生态工业共生网络组织受扰动产生的系统波动特征与自动控制理论中的控制器调节有较高程度的相似性,首次提出并建立了基于自动控制理论的生态工业共生网络组织脆性研究的方法学体系。
